It's pretty common to find wee memorials left for loved ones around the hot spots in DC (Lincoln, Vietnam, Korean Memorials, etc) and this was one that I found at the WWII Memorial. I simply set my exposure time to last forever and slowly moved my camera down to get the ghost image (just in case you'd like to try it). Thanks again for stopping by and for your comments!
